Due to the fact that Turkiye is a non-EU country, customs legislation and practices may differ from EU countries. This guide has been prepared to help / assist to reduce the problems that might be faced at the Turkish Customs duriıg clearance process(es).

  1. It is a must that each participating vehicle have an A.T.A. Carnet carrying the chassis number of the associated vehicle. Prepare the Carnet and its attachments (as exemplified in the templates.. 1.a, 1.b and 1.c) and e-mail them to the organization’s e-mail address customs@bajatroia.com

    ► 1.a) The complete set(s) of the A.T.A. Carnet(s) to include all supplementary and complementary documents. (The carnet itself in pdf-format, others in specified formats). 

    ► 1.b) A pdf-format list to include the names of participants (if applicable, with team details), customs gate (Kapikule or lpsala) to be used, and the intended clearance date. (see sample table-1)

    ► 1.c) An Excel-formatted document to include the complete list of the items to be cleared through customs. (see sample table-2)                                        

  2. Passport image(s) of the person(s) in charge for each A.T.A. Carnet shall be e-mailed to the organization’s e-mail address.
  3. Provide photos of the participant’s vehicle, chassis number of the vehicle and other items to the organization’s e-mail address.
  4. Due to changes that may occur after the deadline, we kindly ask that any revised information and/or document have be sent to us via organization’s e-mail without delay, so that the custorns procedures can be processed in timely manner.

An ATA Carnet (Admission Temporaire/Temporary Admission) is an international customs document that allows the temporary import and export of goods without paying duties, taxes, or customs fees. It serves as a “passport for goods,” simplifying customs procedures in over 80 participating countries.

In the European Union (EU), ATA Carnets are issued and prepared by national chambers of commerce or other authorized guaranteeing associations in each member state. These organizations are approved by the World Chambers Federation (WCF), which manages the global ATA Carnet system under the International Chamber of Commerce (ICC).

Key Organizations Handling ATA Carnets in the EU:

Each EU country has a designated National Issuing Association responsible for preparing and issuing ATA Carnets. Examples include:

  • France: Chambers of Commerce and Industry (CCI) France
  • Italy: Unioncamere (Italian Union of Chambers of Commerce)
  • Spain: Cámara de Comercio de España
  • Netherlands: Netherlands Chamber of Commerce (KVK)
  • Belgium: Belgian Chambers of Commerce (BECI)
  • Poland: Polish Chamber of Commerce (KIG)

Each chamber provides the necessary forms, assists with documentation, and guarantees the proper use of the carnet.

How to Obtain an ATA Carnet in the EU:
  1. Contact your national chamber of commerce or authorized issuing body.
  2. Provide details about the goods: Description, quantity, value, and intended use.
  3. Complete the carnet application (usually online or via paper forms).
  4. Pay the required fees (costs vary by country and value of goods).
  5. Receive the carnet and use it at customs for duty-free, temporary import/export.
In each European country, ATA Carnets are issued and managed by designated National Guaranteeing Associations (NGAs), typically the national chambers of commerce or similar organizations authorized by their respective customs authorities. These NGAs are part of an international guaranteeing chain administered by the International Chamber of Commerce (ICC) through its World Chambers Federation (WCF).
